China Issued A Guideline on Implementing the New development Concept

The Central Committee of the Communist Party of China (CPC) and The State Council issued A Guideline on Implementing the New development Concept in a Complete, Accurate and Comprehensive Manner to achieve Carbon Peaking and Carbon Neutrality on October 24. The guideline calls for accelerating the establishment of a clean, low-carbon, safe and efficient energy system, strengthening dual controls of energy consumption intensity and total energy consumption, linking industrial layout, structural adjustment, energy conservation review and dual controls on energy consumption.

Energy Green and Low-Carbon Transition Action Plan

The "dual carbon" target is a statement of China's ambition to contribute to the fight against global climate change. The key to achieving the "dual carbon" goal lies in promoting the development of renewable energy, while the key to promoting the development of renewable energy lies in consumption. In recent years, China's renewable energy has developed rapidly, but the flexibility and adjustment ability of power system cannot match it, which restricts new energy from constituting high portion of total energy consumption.

To support a high proportion of new energy grid connection and improve the safety and reliability of power grid operation, the flexible adjustment ability of the power system is crucial, which is directly related to the overall balance and security of the power system and determines the degree consumption and utilization level of new energy.
