Main contents and policy highlights of the Implementation Plan

The implementation plan is divided into eight parts, including general requirements, six key tasks and safeguard measures. (1) General requirements. Third, in the development goals, more attention should be paid to fully stimulate the market vitality by supporting technology and business model innovation, improving the standard system, improving the policy mechanism and other measures, promoting the construction of demand-oriented and high-quality large-scale development pattern to give full play to the value of new energy storage.

(2)Major Tasks. The implementation Plan focuses on six directions and identifies key tasks during the 14th Five-Year Plan period.

First, focus on systematic planning of energy storage technology innovation. We will promote technological progress and industrial upgrading through demonstration and application, improve the upstream and downstream industrial chain of energy storage, and support the construction of high-tech industrial bases for energy storage.

Third, support the construction of new power system with large-scale development. The Implementation Plan insists on optimizing the construction layout of new energy storage and promoting the integrated development of new energy storage and all aspects of the power system. At the same time, we will promote the diversified and innovative application of energy storage, promote the integration of source network, load storage and cross-field integrated development, and expand the application of various forms of energy storage.

Fourth, we need to promote market-oriented development through institutional mechanisms. The Implementation Plan proposes to clarify the independent market subject status of new energy storage, promote new energy storage to participate in various power markets, improve the power market mechanism suitable for new energy storage, and remove institutional obstacles for the gradual market-oriented development.
